Ganesh currently heads Aoka Engineering as it’s CEO. He manages the company, builds growth strategy, and works with internal teams to ensure customer satisfaction. He has more than ten years of experience in engineering design, construction and plan review of critical facilities like data centers, pharmaceutical labs, and biotech buildings in Texas, California, and Utah. Ganesh has a Master’s of Science degree in Engineering Management from San Jose State University with an emphasis on entrepreneurship and a Bachelor’s of Science degree in Mechanical Engineering from Texas Tech University.
Smina works closely with various internal teams to set Aoka’s growth strategy. She manages company’s plan for upward mobility to employees. She charts organization’s growth path, and works closely with the marketing team to determine company’s focus. Smina has a bachelor’s degree in Economics for Brigham Young University.
Stephen heads Aoka’s Business development efforts, conducting sales meetings, interacting with existing customers and communicating about Aoka’s services and processes to laymen. He is also responsible for the expansion of the sales team and building of Aoka’s sales processes. He has over 12 years of experience in the sales field, working in different kinds of sales niche including for fortune 500 companies. Stephen has a bachelor’s degree in Marketing from University of Texas - San Antonio.
Bart Alspaugh, CBO, MCP has more than 15 years of experience working for local jurisdictions. He oversees Aoka’s operation with Housing and Urban Development. Prior to joining Aoka, he was the Inspection Manager of the St. Charles County, MO and managed the daily operations of the Building Division. He has direct experience responding to building department emergencies resulting from natural disasters including the 2019 Missouri floods and the 2021 tornado outbreaks. Bart has also worked for other municipalities as Building Official and in various inspection capacities. He holds his ICC Master Code Professional certification and is also an ICC Certified Building Official. Bart also served on the Board of Directors of the Missouri Association of Building Officials and Inspectors.

Jeremy Payne, CBO, has more than 15 years of experience working for local jurisdictions. He is a Building official with Aoka and helps cities with updating code ordinances, plan review, building official needs and management. Prior to joining Aoka, he was the Building official at Town of Smyrna and managed the daily operations of the Building Division. He has worked for the State of Oregon and the city of Las Vegas amongst other jurisdictions acquiring experience working with large and small cities alike. He is an ICC certified building official and holds an associate of applied science in Building technology with an emphasis in building inspections.
David has over 20 years of experience working in various building departments as Plan Review Manager, Deputy Director of Planning and Zoning, Chief Building Official, and Director of Inspection Services. In these capacities, he has organized and led teams doing Building Inspection, Permit, Plan Review, Planning/Zoning, and Code Enforcement. He has organized new Plan Review divisions, provided council action items to town clerks, and presented policy/ ordinance adoptions to town council. He has conducted complex commercial and industrial plan reviews where he has presented special use permit, variance and potential zone changes. He has taught I-MPG, and NEC codes in academic and non-academic settings. David has a Bachelor’s degree in Municipal Operations and Management.
Joe has over 30 years of experience working in different cities as Community Development Director, Building Commissioner, Deputy Building Commissioner, Building official, Plan Reviewer and Inspector. In these capacities, he has led building departments, planning and zoning departments, pubic work departments and worked closely with fire departments. His wide array of experience within building, fire, civil and planning codes make him a true expert. He has formed and run his own construction compliance company and has been running it successfully for over ten years. He is a Master Code Professional. Joe has an Associate Degree in Applied Science from St. Louis Community College.
Richard has 12 years of plan review and over 20 years of architecture design experience. He is an ICC certified Building Plan Examiner and NFPA certified Fire Plan Examiner. Also, he is a licensed architect in 6 different states. He has taught various courses in the history of Architecture. Richard has a Bachelor’s and Master's degree in Architecture. While obtaining his Masters of Architecture in San Diego, he was awarded the American Institute of Architecture Gold Medal by the Henry Adams Fund.
Mark Hardin, MCP, CBO has more than 30 years of experience as an ICC Certified Building Official. He is an ICC certified Master Code Professional, the highest level of certification provided by ICC. Mark has worked for the Texas municipalities of University Park, Sulphur Springs, and Desoto as a Building Official. Mark holds a degree in Construction Management & Technology – Construction Science. Mark has served as an elected member of the Southern Building Code Congress on the Building Code Revision committee. In 2014, he was appointed to the ICC Certification Exam Committee for Fire and Smoke Proofing. He has also served as a Code Inspector Instructor for Texas A&M University at College Station, TX.

Martin Kjelstad works with Aoka as a civil plans examiner. He is a licensed civil engineer in the state of Washington and has over 20 years of experience performing civil plan review. He is well versed in water, sewer, street and stormwater plan review and provides unique civil engineering expertise. Martin has a bachelor’s degree in civil engineering.
