Job Summary

Aoka Engineering is a third party building department service and software provider that works to assist local jurisdictions. The Planning Plans Examiner is responsible for reviewing development applications, site plans, and building permit submittals to ensure compliance with local zoning, land use, and development regulations. This role requires a keen understanding of planning principles, zoning ordinances, and development review processes. AICP certification is preferred and may be required depending on seniority level.

Qualifications

  • Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, Public Administration, or a related field.
  • Strong knowledge of local, state, and federal planning regulations, particularly Texas Local Government Code (Chapters 211–213)
  • Understanding of building, plumbing, electrical, mechanical, life safety, energy, housing, zoning, and related codes.
  • Understanding of modern office practices, methods, and computer equipment and applications. English usage, grammar, spelling, vocabulary, and punctuation knowledge is expected.
  • Read and interpret building plans, specifications, and codes.
  • Prepare clear and concise reports, correspondence, procedures, and other written materials.
  • Establish and maintain a variety of manual and computerized files, record-keeping, and project management systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Proficiency in GIS, Microsoft Office, and planning-related software (e.g., Bluebeam, Accela, or EnerGov)
  • Strong communication and analytical skills
  • AICP Certification (American Institute of Certified Planners) is a must.
  • 2-5 years experience in Texas municipalities or counties with zoning authority.
  • Knowledge of subdivision regulations, comprehensive plans, and land development codes specific to Texas jurisdictions
  • Bilingual in English and Spanish is a plus


Responsibilities

  • Review site plans, zoning change applications, development permits, and construction drawings for conformance with applicable planning and zoning codes
  • Ensure projects comply with comprehensive plans, subdivision regulations, and overlay districts
  • Coordinate plan reviews with building, engineering, fire, and public works departments
  • Prepare and present staff reports for planning commissions, zoning boards, and city councils
  • Respond to public inquiries regarding zoning, land use, and permitting processes
  • Participate in the development and amendment of zoning and planning regulations
  • Conduct field visits and inspections as needed to verify site compliance
  • Maintain detailed and accurate records of plan reviews and permit approvals

Job Type: Part- Time


Salary: $40-$60  per hour based on experience and qualification


Work Location: Remote anywhere in the Texas, DFW preferred.  

Education

Education Requirements 

  • Required: Bachelor’s degree in Urban Planning or closely related field

  • Preferred: Master’s degree in Urban/Regional Planning, Public Administration, or a related field


 
Licensing & Certifications
 
  • Required: Valid Texas driver’s license

  • Preferred: AICP Certification


 
Working Conditions
 
  • Primarily remote-based, with occasional site visits and attendance at public meetings, which may occur outside of standard business hours
